Proposed enhanced review framework for Council consideration. This page does not change existing participation statuses or issue recognition.

Committed to Safety. Committed to Integrity.
The proposed Dalilah Standard Company distinction is an additional, company-level designation. It is separate from signing the pledge and from the existing Recognized Participant status. Existing participation alone does not confer this enhanced distinction.

Maintains the underlying recognition and completes the additional role-specific review, including verified TWIC evidence for every Accountable Principal, corrective actions and an independent decision.
Review the proposed application process ↗This additional distinction is proposed for Council adoption. Companies may prepare now; no enhanced distinction is awarded by this readiness page. The TWIC requirement on this page applies to the proposed enhanced distinction, not automatically to existing pledge signatories or Recognized Participants.
Each applicant faces a common integrity review, followed by a deeper examination of the responsibilities they actually hold. Businesses performing multiple roles complete each applicable pathway.
Examine the people, vehicles and management systems behind every load.
Proposed role designation: Dalilah Standard Motor Carrier. This wording may be used only after an authorized award and while the distinction is current.
Build My Readiness Plan ↗Safety responsibilities, internal audits, inspection and crash trends, investigation findings and verified corrective actions.
Qualification-file samples, credential verification, training, hours-of-service oversight and applicable testing-program controls.
Maintenance and inspection samples, defect correction, equipment identity and responsibility for leased vehicles.
Dispatch controls, load acceptance, cargo security, incident response and escalation evidence.
All pathways also require current TWIC evidence for every Accountable Principal under this proposal, alongside identity, ownership and control, affiliations, applicable registrations, insurance, complaints and enforcement context, accuracy and material-change reporting.
A signed pledge starts a commitment. The additional company distinction requires evidence and an authorized review under its adopted rules.
Verify the applicant and authorized principals. Document ownership, control, management, affiliates, prior entities and every role performed.
Organize dated source records, applicable authority, coverage, training, policies and representative operational samples.
A qualified reviewer checks source records and tests actual practices through interviews and risk-based sampling.
Record findings, responsible owners and deadlines. Verify corrective actions before unresolved material gaps can be cleared.
An authorized, conflict-free reviewer records the evidence, scope, limitations and reasons. Provide a separate appeal route.
Proposed annual renewal, risk-based interim checks and prompt material-change reporting keep the review current.
The distinction can be suspended, removed, revoked or allowed to expire. It is not permanent. Continued use of a current designation or badge requires a current authorized award for the stated entity, role and scope.
The separate company distinction directory records applicants and recipients by company, reviewed role and status. An applicant must receive clear notice of this public reporting policy before applying. Applications can be accepted only when adopted criteria and intake are enabled. This page does not change existing pledge or recognition records.
| Public status | Meaning | Distinction or badge use |
|---|---|---|
| Pending | An enhanced-distinction application has been accepted for review. No final award has been made. | Not permitted. |
| Current | An authorized decision confirms that the company met the adopted requirements for its listed role and scope as of the stated review date. | Permitted within the published scope and validity period. |
| Did Not Meet Requirements | A final documented decision found that the required criteria were not met or sufficiently demonstrated. Publish after the appeal opportunity is resolved or expires. | Not permitted. |
| Removed | A previously awarded distinction is no longer current. State whether it was revoked, expired or voluntarily surrendered, with the effective date. | Must cease. |
| Suspended | Temporary restriction pending a defined review. Show its effective date and review deadline; do not present it as a final revocation. | Paused while suspended. |
| Application Closed | An application was withdrawn or closed incomplete without an award or a final finding on the merits. State the applicable reason. | Not permitted. |
Legal company name, applicable identifiers, role and scope, application or decision date, current status, effective and expiration dates, a factual reason category, appeal status where applicable and status history. Display each reviewed role separately for multi-role companies.
Do not publish TWIC images or identifiers, private background details, personal addresses, confidential submissions or unsubstantiated allegations. “Did Not Meet Requirements” is a program decision, not a finding that the company is unsafe or unlawful.
Document the basis, notice, response opportunity, decision authority, effective date and appeal rights. Urgent suspension requires an authorized reason and a review deadline. Material revalidation initiated by a review-record change receives a seven-day review deadline. Payments or commercial relationships cannot override findings.
Preserve the dated history, correct errors promptly and show later reinstatement or a successful reapplication. An application that was withdrawn or incomplete must not be labeled as a failed merits review. Distinction removal does not automatically alter a separate pledge or recognition status.
The intake and review workflow is prepared. Adopted criteria, notices, appeal periods, retention rules and decision authority must be recorded before enrollment opens. No fictional company records are shown here.
The goal is a demanding, documented review process. Credibility depends on what applicants must prove, how findings are resolved and when recognition can be withdrawn.
Enhanced criteria, reviewer qualifications and procedures on this page are proposals subject to Council adoption and operational implementation.
Review ratings, inspections, exposure, trends and corrective actions in context. A single score or status cannot substitute for operational review.
Disclose financial and business relationships. Require recusal and an independent reviewer when a conflict could compromise the decision.
Preserve sources, dates, sampling limits, findings, corrections and the reasons for each decision.
Show the verified entity, reviewed roles, scope, status, review date and expiration in the registry under adopted rules.
Provide documented complaint handling, notice, response opportunities, time-limited urgent restrictions and an uninvolved appeal reviewer.
Every Accountable Principal and the company’s authorized representative must complete the same FreightValidate / AU10TIX government ID and facial verification process used by existing pledge and participant applicants. Each must also provide a résumé and the applicable biography, headshot and profile materials for controlled review.
Record the verified result and reviewed materials for each person. Reuse of an existing result requires an authorized reviewer to confirm the person, provenance and current applicability. TWIC is additional and never replaces identity verification or qualification review. Personal materials are not public unless separate publication authorization applies.
Review the Company Application ↗Every Accountable Principal of the company must hold and present evidence of a current Transportation Worker Identification Credential (TWIC®) before recognition can be granted under this proposed enhanced pathway. A pending application, receipt, expired card or canceled credential does not satisfy this requirement.
We propose this requirement because TWIC enrollment combines an in-person identity-document review, fingerprints and a photograph with a TSA security threat assessment. TSA is part of the Department of Homeland Security. Its review includes a fingerprint-based criminal history records check using FBI records and intelligence-related screening. The enrollment appointment is not a formal investigative interview.
An Accountable Principal is an individual with actual authority and responsibility for company safety, compliance, operations or financial integrity, regardless of title. Identify every such individual and their responsibilities; a designation cannot omit someone exercising actual control. Ownership and affiliation disclosures remain separate requirements. Final scope and implementation rules require Council adoption.
Match the credential to the Accountable Principal, examine its authenticity and expiration, and check the appropriate TSA canceled-card list. A photograph or photocopy alone does not establish authenticity or current status. Record the method, date, result and reviewer for every Accountable Principal.
Maintain an expiration tracker, repeat verification at renewal and when concerns arise, and promptly report cancellations, expirations and Accountable Principal changes. A new Accountable Principal must satisfy the same requirement. Missing or unresolved credentials block completion; there are no automatic substitutes or exceptions in this proposal.
TSA issues TWIC after its security threat assessment. It does not certify trucking safety, business integrity, regulatory expertise or future conduct. Applicants must truthfully meet TSA enrollment conditions; Dalilah Standard participation alone does not establish eligibility. Protect credential evidence through restricted review and minimal retention.
This is a proposed private program requirement, not a claim that federal law requires every freight-industry Accountable Principal to hold TWIC. Do not email or upload TWIC images to this readiness page. No credential collection or verification is performed here.
Use TSA’s current instructions for eligibility, accepted documents, fees, processing and appeals. The Dalilah Standard does not issue TWIC cards, conduct TSA’s assessment or guarantee approval.

This enhanced pathway is a proposal for Council consideration. It supplements preparation and does not replace the published Standard, existing application procedures or current recognition statuses. The additional Dalilah Standard Company distinction, eligibility thresholds, public applicant reporting, fees, reviewer qualifications, monitoring rules and decision procedures require appropriate adoption before implementation. Read the current published manual.
No. Documentation can explain what was checked, when and why. Recognition cannot guarantee future conduct, prevent a crash, replace continuing due diligence or establish legal immunity. Any legal effect depends on the facts and applicable law.
Review the underlying record and current practices. A satisfactory rating is not a guarantee of present safety. An unrated carrier still needs substantive review. A conditional rating calls for examining deficiencies, corrective actions and current restrictions in context. Active prohibitions and applicable requirements must be respected.
Proposed blockers include unverifiable identity, material misrepresentation, missing required authority or coverage, missing or unresolved TWIC evidence for any Accountable Principal, refusal to disclose relevant control or affiliations, and unresolved material operational findings. Adopted notice, restriction, corrective-action and appeal rules must govern any actual decision.
This page is a readiness tool, not an application portal. Use the existing recognition application for the current program, or review what each participation status means. Completing a readiness checklist does not submit an application.
