Governing Council

The 14-member voting Council is designed to bring transportation, safety, fraud prevention, legal, and family perspectives to the same table. It adopts and amends the Standard and oversees recognition integrity and enforcement policy.

The Council is being formed. Dale Prax is the first member listed under Fraud Advisory; remaining seats are shown as pending.

Dale Prax brings more than 32 years of experience across freight brokerage, freight forwarding, motor carrier operations, and transportation technology. Through FreightValidate, he works on identity verification, compliance intelligence, and fraud detection to help protect brokers, carriers, and forwarders.

He also founded TheHighwayHero.com and works with regulators, law enforcement, and industry stakeholders on freight fraud and registration integrity. Dale served in the United States Marine Corps.

INDEPENDENCE

Safeguards in the draft charter

Conflicts are disclosed and acted on.

Members provide annual disclosures and recuse from matters involving material employer, client, financial, family, or other impartiality concerns.

Funding does not buy a vote.

A founder, sponsor, funder, administrator, or technology provider has no veto or guaranteed recognition outcome.

Terms rotate.

Members normally serve staggered three-year terms, with a limit of two consecutive full terms.

Votes follow published rules.

Quorum must include at least five stakeholder categories. A tie fails; the Chair has no second or tie-breaking vote.
