PROPOSED ADDITIONAL COMPANY DISTINCTION

Become a Dalilah Standard Company

A company earns this proposed additional distinction through enhanced evidence review for its specific role. It is separate from Pledge Signatory, the existing Recognized Participant status and Governing Council service.

Program preparation is available. Enhanced-distinction applications are not yet open. Intake is controlled by the recorded adopted criteria. Before launch, the Council’s adoption, qualified reviewers, public reporting notice, appeals and controlled evidence workflow must be documented. No company earns or reserves the distinction by using this page.

Proposed fourth badge design labeled Distinguished Company
Proposed Distinguished Company badge for the additional company distinction. Displayed for program review, not issued to an applicant. Use requires a current authorized award.

The proposed application process

  1. Confirm the company and each role

Identify the legal entity, applicable business identifiers, ownership, control, affiliations and every role performed. Multi-role companies complete each applicable pathway; one approval does not cover unrelated services.

  2. Establish the underlying participation record

Maintain the company pledge and current Recognized Participant status under the existing program. A company may prepare the additional review in parallel, but the enhanced distinction cannot be awarded before its prerequisite recognition is current. Council service or an individual pledge does not satisfy a company requirement.

  3. Identify every Accountable Principal

List every person with actual authority and responsibility for safety, compliance, operations or financial integrity, regardless of title. Record each person’s responsibilities and current TWIC evidence. Every Accountable Principal and authorized representative must also complete the same FreightValidate / AU10TIX government ID and facial verification used by existing applicants, résumé review and applicable biography, headshot and profile materials. TWIC does not replace any of these requirements. Naming one representative cannot exclude others with actual control.

  4. Receive the public reporting notice before applying

Applicants must be told that company identity, roles, scope, application and decision dates, public status, factual reason category, appeal status and status history will be published under the adopted policy. TWIC images, credential numbers, private background details and confidential evidence are excluded from public records.

  5. Submit through the designated secure process when enrollment opens

Provide the approved application, evidence index, required authorizations and role-specific records through a controlled intake channel. Do not email TWIC images or place sensitive documents in the existing pledge application. A readiness checklist is preparation, not a submission.

  6. Complete verification and operational review

A qualified reviewer validates sources, Accountable Principal identity and TWIC evidence, registrations, authority and coverage, and tests role-specific practices through interviews and risk-based operational samples. TSA enrollment is separate from the Dalilah Standard operational interview.

  7. Resolve findings and receive an independent decision

Document corrective actions and verify completion. An authorized, conflict-free decision maker records the award scope or reasons requirements were not met. Apply the adopted notice, response and appeal process before final public adverse status.

  8. Maintain the distinction and the public record

Use the badge only while the listed role and scope are current. Complete required monitoring and renewals, keep every Accountable Principal’s TWIC current and report material changes. Suspension pauses badge use; removal, revocation, expiration or surrender ends it.

The public status must be clear

Proposed statuses are Pending, Current, Did Not Meet Requirements, Removed, Suspended and Application Closed. Removal is reserved for a previously awarded distinction; its reason distinguishes revocation, expiration and voluntary surrender. A withdrawn or incomplete application is not a failed merits review.

“Did Not Meet Requirements” identifies a final program decision after the appeal opportunity is resolved or expires. It does not, by itself, establish that the company is unsafe or unlawful.

Use the current program while preparing

The existing pledge and Recognized Participant application remains available for those existing statuses. It does not enroll a company in the proposed enhanced distinction.

Private voluntary distinction. No government endorsement, FMCSA rating, guarantee of safety or legal immunity. Proposed framework for Council review, October 2026.
